Why is 'level of development' an insufficient metric for personhood?

Development is a continuous process. A toddler is less developed than a teenager, yet we do not say the teenager has a greater right to life than the toddler.
Explanation
This challenges the idea that one must reach a certain cognitive or physical milestone to be considered a valuable human being.
